New Mexico has a complex gaming background. When the IGRA was signed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to negotiate a compact with New Mexico American Indian tribes. When the working group arrived at an accord with 2 important local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Indian gaming in New Mexico was a certainty. But when the new Governor signed the contract with the Amerindian tribes, anti-gaming groups were able to hold the deal up in the courts. A New Mexico court found that the Governor had overstepped his bounds in signing a deal, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the CNA, signed by the New Mexico government, to get the process moving on a full compact amongst the Government of New Mexico and its Amerindian bands. A decade had been lost for gambling in New Mexico, which includes Native casino Bingo.

The not for profit Bingo industry has gotten bigger from Nineteen Ninety-Nine. That year, New Mexico non-profit game operators brought in only $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Non-profit Bingo revenues have increased steadily since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the providers.

Bingo is apparently beloved in New Mexico. All types of providers look for a piece of the action. With hope, the politicos are done batting around gaming as a hot button issue like they did back in the 1990’s. That’s most likely hopeful thinking.
